SAP and OpenAI announced a partnership last week to create OpenAI for Germany, a sovereign cloud platform that will bring artificial intelligence (AI) tools like ChatGPT to German government agencies, public administration offices, and research institutions while meeting European Union data sovereignty requirements.

The platform, to run on SAP’s Delos Cloud infrastructure, is hosted on Microsoft Azure, and is scheduled to launch in 2026. Unlike a consumer-facing product, the offering will be restricted to public sector organizations to ensure compliance with strict sovereignty standards.

“The collaboration will enable millions of public sector employees to use AI safely and responsibly while meeting strict data sovereignty, security, and legal standards,” OpenAI said in a statement.

OpenAI CEO Sam Altman pledged to work with local partners to ensure comprehensive deployment across Germany’s public sector. SAP SE CEO Christian Klein emphasized the partnership’s strategic importance. “We’re bringing together SAP Sovereign Cloud expertise with OpenAI’s leading AI technology to pave the way for AI solutions that are built in Germany, for Germany,” Klein said.

To support the initiative, SAP announced it will expand its Delos Cloud infrastructure in Germany to 4,000 GPUs to accommodate rising AI demand, with additional investments planned through co-location partnerships.

The company said it aims to extend sovereign cloud options to other industries within Germany and eventually to additional European markets.

The partnership aligns with Germany’s “Made for Germany” initiative, launched in July 2025 with backing from 61 companies representing $733 billion in value, which seeks to drive innovation, employment growth, and global competitiveness.

Separately, SAP announced plans to make its Sovereign Cloud capabilities available on AWS European Sovereign Cloud. Amazon.com Inc.’s first European Sovereign Cloud Region is expected to open by year’s end in Brandenburg, Germany.
